Almost certainly not. WUCIOA applies to virtually all Washington community associations regardless of size. The only narrow exemption is for associations with fewer than 12 units and less than $300/year in assessments — and even that exemption has been narrowed by recent legislation. If your HOA collects dues, WUCIOA applies to you.
You can, but it doesn't satisfy WUCIOA's document access requirements. WUCIOA requires that records be made available to owners within specific timeframes (10–21 business days). A Facebook group doesn't provide organized, permanent access to governing documents, financial records, and meeting minutes.
